Done in [1014]: to set up a user approval queue, simply create a group without permissions to read the board (or with permissions to read/write in a new person board, if you want new users to provide more information before being approved). Make that group the default group for new users. PunBB allows you to receive an email when a new user registers. You can mass-approve users with the new change group functionality of admin/users.php.
